Wherever there is discrimination, this law will strike down all restrictions used to deny the people the right to vote. Therefore, this Monday I will send to the Congress a request for legislation to carry out the amendment of the Constitution. Almost a century later, many Americans are kept from voting simply because they are Negroes. Ninety-five years ago our Constitution was amended to require that no American be denied the right to vote because of race or color.
